As a prelude to the rollout of Advanced Metering Infrastructure (AMI) – or smart meters – across Victoria, the Victorian State Government invited industry participants to undertake technology trials to evaluate commercially available AMI communications technologies across a range of geographic areas.

Partnering with Origin Energy, Red Energy and Lumo Energy, Metropolis conducted the only live trial in the program and rolled out the first residential smart meters ever registered, not only in Victoria but, nationally.

The first residential smart meter was installed by Metropolis in Ivanhoe, a suburb of Melbourne, and officially registered as a market meter from 6th February 2007.  

All smart meters installed by Metropolis for the AMI technology trial during February and March 2007 remain in operation to this day.

A range of live tests were performed and the results, reported to the Victorian State Government in August 2007, were outstanding.

  • 100% of data delivered to market participants within National Electricity Rule timeframes ready for energy trading, billing and settlements.
  • 100% of data remotely collected (no missing data).
  • 100% of data accepted (no substitutions).
  • Meter time synchronised to within +/‐5 seconds of Australian Eastern Standard Time – 15 seconds better than required.
  • Meters remotely reprogrammed - add new datastreams (eg. reactive energy);
  • Meters remotely reprogrammed - change load control time‐switch settings.
  • Special reads obtained in 20 seconds.
  • Remote disconnections achieved in 5 seconds.
  • Remote reconnections achieved in 6 seconds.
  • Simultaneous planned outage (load control) successfully initiated by Retailers.

Metropolis’s trial results immediately demonstrated the reliability of GPRS technologies for the delivery of cost-effective point-to-point solutions and the viability of metering services competition as a mechanism for the delivery of advanced metering.
